You are right. I believe it stemmed from desperation though. They also ate quite a number of horses beforehand. The will to survive is strong.
During the Franco-Prussian War (1870-1), Paris was besieged and they eventually raided the zoo for food. Rats, dogs, cats, and horses were regular fare on restaurant menus. Even Castor and Pollux, the only pair of elephants in Paris, were gobbled up.
