Every day I see this as I walk into work.

Every day I wonder why the sun should be so happy to look over a withdrawal unit, pharmacotherapy dispensary, nephrology unit, mental health/drug and alcohol policy unit, aged care facilities and on and on...

Maybe to imply that (they) the facilitate's workers, hope to one day bring "sunlight"...Translation: Hope in a place...like you mentioned that is "dark" and filled with despair and "hopelessness.

The whole complex of buildings seems a bit grim if you ask me. Perhaps it's a case of trying to brighten the place up...?
