A booster seat and perhaps you could extend the pedals for him. One or two lessons and he should be OK. Get him out into the traffic ASAP to boost his confidence.
One day I saw a seven year old boy driving a car. It was on a farm in Namibia and the boy brought his grandfather back to his house. It's all a metter of training. And Kris for your motivation question: Can you imagine to not touch the computer for 24 hours?
